LikeOrHate.com provides a URL shortening service. It not only shortens the URL, but also adds a frame on top of the page that allows people to vote on that page.
This is a URL shortening service that creates links such as http://lk.ht/1 for any site. When a person opens this link, a small frame is displayed on top that lets people rate and comment on it (great for Twitter). These links are also listed at this site and can be browsed or voted.
Note that LikeOrHate's own things already have an automatic short URL created for them. Look on the thing's page for "Short link". They also have a short and mnemonic url, such as http://lk.ht?Beatles!
